In a mortar and pestle, pound together the garlic and chillies. Add the sugar, lime juice, vinegar, water and fish sauce. Whisk together until sugar is dissolved. Just before serving, a some carrot strips for colour.
What a great recipe! I love this sauce, it is now my fave dipping sauce.
I used normal green chillies instead of birdseye chillies and I used lemon instead of lime, but it was still beautiful.
