Preheat the oven to grill. Lightly spray a baking dish with cooking spray.
In a microwave save bowl, cook the potatoes in a tablespoon of water for about 6 minutes. Remove and turn over then cook until soft to the squeeze, about 4 more minutes.
Slice potatoes in half and gently scoop out the 'meat' of the potato into a large bowl, without damaging the skin. Place the skins into the greased dish.
In bowl add cheese, butter, onion, parsley, chives, salt and pepper. Mash up with a fork until smooth. Spoon back into the skins and place under the preheated griller until tops are golden brown, about 10 minutes.
