Preheat oven to 180 degrees C. Grease or line a baking tray.
In a large bowl combine flour, yeast, salt, bread improver and sugar. Mix together the milk, water and oil together then mix into the flour mixture. Kneed well then place in an oiled bowl and allow to rise for about an hour in a warm spot.
Roll the dough out then sprinkle on the dried cranberries, spread on the apple then sprinkle on the cinnamon and nutmeg. Roll up into a log then slice into about 10 slices. Place the scrolls on prepared baking tray and bake in preheated oven for about 30 minutes.
