Make a marinade by mixing together the sugar, salt, soy sauce and cornflour slurry. Mix in the pork chops then let marinate for 20 minutes.
In a small bowl, mix together the water, chicken stock powder, oyster sauce and black soy sauce to make the sauce. Set aside.
Heat a large frying pan with oil over high heat. Pan fry the pork chops until brown on both sides, 3-5 minutes. Reduce the heat to medium and cook until the pork chops are done; 3-5 minutes more. Set aside.
Heat the same frying pan with oil over high heat. Stir fry the garlic and black pepper until fragrant; about 3-4 minutes.
Add the onions with 1 teaspoon salt and fry until soft, about 3-4 minutes. Stir in the green capsicums and sauce then heat through; 1-2 minutes.
Add the cornflour slurry and stir until the sauce is thickened. Turn off the heat and add the honey and pork chops. Mix well and serve.
