Crease the bay leaves in half and place them in a small saucepan with the garlic. Add about 1 tablespoon olive oil and heat gently for 2 minutes or until the oil just begins to sizzle around the garlic. Remove from the heat.
Stir in the lemon rind, then pour in the remaining oil. Set aside to infuse for at least 30 minutes.
Remove the bay leaves and add the herbs. Toss the dressing over hot pasta and serve.
