Mix plain flour, wholemeal flour, powdered milk, sugar, soy flour, baking powder, bicarb soda and salt together in a large bowl to make the batter mix.
Combine 2 cups batter mix, water and 2 tablespoons oil in a bowl. Add more or less water to reach your desired batter thickness. Mix well.
Heat a lightly oiled frying pan over medium-high heat. Drop batter by large spoonfuls into the pan and cook until bubbles form and the edges are dry, 3 to 4 minutes. Flip and cook until browned on the other side, 2 to 3 minutes. Repeat with remaining batter.
