Preheat oven to 220 degrees C. Line a baking tray with baking paper.
In a bowl add the plain flour, rice flour, almond meal, baking powder and salt. Combine and make a well in the centre.
Combine the cream and milk then pour in to the well then mix until the dough just starts to come together. Using your hands flatten the dough out on a floured surface. Using a lightly floured round cookie cutter, cut circles out of the dough.
Place the circles of dough just touching each other into the lined baking tray. Brush the tops with milk then bake for 10 minutes, or until risen and brown.
