Combine all ingredients except chicken thighs and peanut oil in a heatproof bowl.
Heat the peanut oil in a saucepan until the surface starts to shimmer then pour over the ingredients in the bowl. Stir to combine and set aside.
Place the chicken on a plate that fits inside a steamer basket. Steam, covered, about 14 minutes or until tender. Remove chicken from steamer and let rest 5 minutes.
Cut chicken into 1cm slices and arrange on a platter. Spoon over the dressing.
