This dish is called pastitsio in Greece. It is similar to lasagne but uses tubular pasta instead of sheets of pasta. Serve with a salad to cut the richness.
Heat the oil in a frying pan. Add onion and garlic and cook until onion is soft, about 5 minutes. Stir in mince, tomatoes, cinnamon, salt, pepper, allspice and cloves. Simmer 20 minutes or until thick.
Cook pasta according to the directions and drain. Preheat oven to 180 degrees C.
In a saucepan, melt the butter over low heat. Whisk in the flour until well combined. Whisk in the milk until smooth. Simmer 5 minutes.
Spoon 1/4 cup of the sauce into a square baking dish. Add half the pasta, then half the chicken mixture and sprinkle with half the Parmesan. Top with remaining pasta, chicken and white sauce. Sprinkle with remaining Parmesan.
