Cook the beans in boiling salted water for two minutes, or until just tender. Drain and shock with cold water.
Dip each rice paper round into cold water to soften it. Lay a piece of rice paper on a clean cloth and fold in half. Place a mixture of herbs, a couple of beans and a few carrot strips on to each. Fold in one edge and roll up tightly, leaving one end open.
To make the dipping sauce:
Combine all the ingredients. Serve the rolls with the sauce on the sides.
