Peel, quarter and boil the potatoes until they are soft. Drain and mash them then put them aside. Preheat oven to 180 degrees C.
Brown the mince in a large frying pan. Drain the mince and add back to the pan. Add all vegies (except potatoes) and fry until they have softened.
Add flour and fry for an extra minute and then add the water. The mixture should thicken. Add sauces, herbs and salt and pepper. Mix well and let it cook for an extra 3-5 minutes to allow flavors to develop.
Remove from heat and spread mixture into a casserole dish. Top with mashed potato and drops of butter. Place into oven and bake for 35 minutes. Serve with toast and extra sauce.
