Prepare the vegetables, carrots, capsicum and onion by slicing into roughly even strips. Finely dice the garlic. Finely slice the steak into thin strips.
Heat the wok to a high temperature then at the oil and steak. Cook until browned all over then remove from the wok.
Add the vegetables and continue to stir, when they start to soften add the garlic, when almost cooked return the beef. Now add the black bean sauce with the water. Bring to the boil then serve with rice.
