Sift flour and baking powder. Rub in the suet (or butter) then add the water. Turn out to a floured surface then kneed. Roll out.
Mix together all other ingredients then spread over the pastry. Roll up carefully and pinch the ends to keep the filling in. Roll in a floured cloth then boil for 2 hours, until finished.
To prepare a pudding cloth, dip it in boiling water, then ring out (wearing gloves). Lay it flat on your bench and rub flour into the centre in a rectangle big enough to cover the entire pudding, this creates the pudding skin. Place pudding ingredients in, wrap up then tie with string. Immediately submerge in boiling water.
