In a saucepan, add the butter and 1/2 cup of water. Bring to a boil. When butter is melted, remove from heat. In a bowl mix the flour and remaining water into a paste. Mix into the butter mixture then beat thoroughly to a thick paste. Allow to get cold then beat in eggs, one at a time.
Preheat oven to 180 degrees C. Grease a baking tray. Place dough on the baking tray in dessertspoonfuls then bake in the preheated oven for 20-25 minutes.
Allow to cool then fill with whipped cream and dust with powdered sugar.
