In a saucepan over medium stir together the milk, cream, orange zest and clove then bring to a simmer. Remove from heat.
In a bowl, whisk together eggs and brown sugar.
Slowly stir this egg mixture into the milk mixture. Fill four custard dished with mixture then place into a baking dish 1/2 full of water. Cover in tin foil.
Bake in preheated oven for about 40 minutes until set. Sprinkle tops with raw sugar then place on top rack under the griller for 3-5 minutes until sugar is caramelised.
If it starts to become lumpy while combining milk mixture with egg mixture, just run it through a sive.
